Wild Rouge River is what rafters call a drop pool river, which means that the fast and exciting rapids are separated from each other by stretches of slow, calm water, giving rafters a chance to enjoy the scenery before being plunged back into the rapids.

Now we can see a couple of high-rise buildings-the Chesapeake Beach Resort & Spa to the south, a pink beach condo to the north-and between them a row of waterfront houses strung like beads. Farther up the shoreline, we can just make out the fishing pier and half-mile-long boardwalk at North Beach. The two towns, which run together, are like the Minneapolis-St. Paul of the Bay-one boasts a big hotel and charter-fishing fleet and the other a boardwalk and public beach.

Paul and I are reaching down from Herring Bay aboard Petrel, bound for Chesapeake Beach, Md., a community that lines a sandy strip of waterfront on the Western Shore, just below Holland Point. Behind us the whitecaps are scribbling haiku stanzas across the water and gulls skim the waves like so many scholars trying to decipher the words. The late winter sky is flat and blue. The air is cold. I had promised Paul a short sail, and he's grumbling about the definition of the word "short."

"It's more of a concept than an exact measurement," I say. He remains unconvinced that winter sailing is worth the effort.

When I was a kid we had these neighbourhood parties and often they were birthday parties, but times were different back then. Parents today are more creative and open minded about having parties just for the sake of giving their kids and friends a chance to get together and have fun. How about a pool party? If you don't have a pool, it's almost certain someone with kids in your neighbourhood does. Perhaps you could so bold as to ask them if they'd mind having a party in their backyard. Decorations: Balloons, balloons & more balloons! You cannot have too many red, yellow and blue helium filled balloons. They are also a great take home gift for the guests. Decorate your ceiling with red & white streamers to give it that Big Top tent feel. Tape alternating red & white streamers from a center point of your room and drape all the way across the ceiling to the corner of the wall. You can use balloons to cover any tape marks that are showing. Make 2 carnival booths with a large refrigerator box cut in half. Use 3 sides of the box and cut out a service window. Paint your booth with brightly coloured stripes or circles and place upon sturdy table. If the party is outdoors, be sure to pitch a carnival tent for shade on a hot day. A regular dining tent will do - just decorate it as you would indoors. Hang dozens of feet of multi coloured plastic pennant banners all around party area. Get out the poster paint and make a huge "Welcome to the Carnival" poster. Cover all tables with red, yellow and blue tablecovers. Gather up all your child's (friends, families) stuffed animals and place around space for both play and decoration.
